When I was adding the Niconico Douga upload for this work, none of the tags from the upload were imported such as "人力vocaloid" and "ふぃぎゅ@謝肉祭". Since then I have added the tags manually.

This functionality was intentionally removed for the time being to eliminate bogus or irrelevant tags that weren't being cleaned up when creating new works or uploads. You might've noticed when creating a brand new work, tags are now "suggested" instead of being immediately added. When adding an upload to an existing work, this means tags are now skipped entirely.
The data is not lost and we'll eventually bring back displaying these tags for new uploads added to works, maybe in the Tag tab of a work.
